The following documents detail the Maryland legislation,
regulations and guidelines that directly affect Gifted and
Talented Education.

The
Bridge to Excellence legislation governs state
funding and specifically requires counties to address
how they are meeting the needs of gifted and talented
students.  This information must be published annually in
the county's
Master Plan.

The
Annotated Code of Maryland defines a Gifted and
Talented student and states that Gifted and Talented
students require services above those normally provided
in order for these students to achieve their potential.

The Maryland State Department of Education recently
approved and published a COMAR Regulation for
Gifted
and Talented Specialist certification.  Select Subtitle 12,
Specialists and scroll down to 13A.12.03.12.  This
certification outlines the requirements for certification as
a Specialist.  It is meant to apply to the central office staff
who develop county wide programming.  It is not
intended as a certification that would be required to teach
gifted and talented students.  Counties are free to
designate as many positions as they wish as "Gifted and
Talented Specialists".

COMAR also requires the local Board of Education to
develop a regulation governing
Early Entrance to
Pre-Kindergarten, Kindergarten and First Grade.  Select

The Maryland State Department of Education has also
developed a
Criteria for Excellence Gifted and Talented
Program Guidelines document.

The Governor's Commission was convened in 2002 and
made 10 recommendations to improve Gifted and
Talented Education in Maryland:
